Job Overview

Position Title: Senior Monitoring & Evaluation Officer

Department: Monitoring & Evaluation

Location: Bangkok, Thailand

Reports to: Monitoring & Evaluation Manager

Duration: 12-month contract with the possibility of extension

Supervises: None

Travel Requirement: Approximately 20% of the time

The Senior Monitoring & Evaluation (M&E) Officer plays a critical role in leading and coordinating planning, monitoring, evaluation, learning, and quality assurance for all WWF-Thailand projects. This position ensures that all projects align with WWF’s global standards and donor requirements by implementing robust M&E systems and tools.

Responsibilities

1. Planning (20%)

  • Coordinate the development of Theory of Change, logical frameworks, and PMEL frameworks for strategic and project-level initiatives.
  • Provide technical advice for setting measurable goals, outcomes, and indicators aligned with WWF strategies.
  • Support the creation of project monitoring tools and databases using WWF International PMEL solutions.

2. Monitoring, Evaluation, and Reporting (35%)

  • Oversee data collection, analysis, and reporting in line with the PMEL framework.
  • Ensure timely implementation of evaluations (baseline, mid-term, final) and reporting.
  • Guide internal reporting efforts including technical and donor reports.
  • Collaborate with ESSF and Regional PMEL to integrate sustainability safeguards into the monitoring plan.

3. Learning and Adaptive Management (15%)

  • Design and implement workshops for reflection, learning, and performance improvement.
  • Promote knowledge sharing and integrate recommendations into ongoing programs.

4. Quality Assurance (5%)

  • Support the development and monitoring of Quality Assurance packages.
  • Ensure QA conditions are being met in collaboration with ESSF and project teams.

5. Capacity Development (15%)

  • Provide training and ongoing capacity-building for WWF staff, partners, and stakeholders on M&E best practices and tools.

6. System Management (10%)

  • Implement and maintain M&E systems in compliance with WWF International standards.
  • Update tools and support integration with WWF’s Grant Management System (GMS).

Qualification

  • Bachelor’s degree in Natural Resource Management, Environmental Science, Development Studies, Statistics, or a related field. A Master’s degree is preferred.
  • At least 5 years of practical experience in PMEL methodologies, data analysis, quality assurance, and project cycle management.
  • Proven experience in results-based management and donor reporting.
  • Familiarity with WWF’s Project and Programme Management Standards (PPMS) or Open Standards is an asset.
  • Experience with data collection platforms such as KOBO, ODK, or Survey123.
  • Proficiency in data analysis and visualization tools such as R, Power BI, Tableau, and Excel.
  • Strong understanding of non-profit sector operations, especially in environmental or conservation contexts.
  • Excellent communication skills in both English and Thai (written and spoken).
