Job Overview

ADPC seeks a National Climate Finance Specialist to support Nepal’s efforts in aligning water, energy, irrigation, hydrology, and meteorology sector strategies with its Nationally Determined Contribution Implementation Plan (NDCIP) and National Adaptation Plan (NAP). The consultant will analyze climate finance systems, develop financial strategies and instruments, and enhance institutional capacities for climate-resilient budgeting and planning.

Responsibilities

  • Assess Nepal’s climate finance landscape and identify financing gaps across key sectors.
  • Provide recommendations for establishing a Climate Finance Monitoring, Reporting, and Verification (MRV) system.
  • Map sources of climate finance, including government, international funds, and private sector investments.
  • Develop a fund-specific project concept note with a strong climate rationale and co-financing plan.
  • Organize and document stakeholder consultations and validation workshops.
  • Design and deliver training modules and tools for government officials on climate finance access and budget integration.
  • Provide weekly progress updates and collaborate with ADPC teams to ensure high-quality, timely outputs.

Qualification

  • Master’s degree in relevant fields with specialization in climate or public finance preferred.
  • At least 5 years of relevant professional experience.
  • Strong understanding of NDCs, NAPs, and climate investment frameworks.
  • Demonstrated experience in financing gap assessments, climate budget tagging, and MRV systems.
  • Proven record in producing high-quality technical reports and knowledge products.
  • Skilled in facilitating multi-stakeholder consultations and capacity-building activities.
  • Excellent communication and teamwork skills in multicultural environments.
  • Fluent in English.
