Job Overview

The Consultant (Ship to Shore) will support the EU-funded “Ship to Shore Rights in South-East Asia: Safe Migration for Decent Work in the Blue Economy” project, implemented with ILO and FAO. The role focuses on assessing accessibility, availability, and responsiveness of gender-responsive protection services for male victims of trafficking in Thailand. The consultant will provide recommendations to strengthen policy frameworks and the implementation of the National Referral Mechanism for the Protection and Assistance of Trafficking Survivors.

Responsibilities

  • Develop a detailed inception report outlining methodology, tools, timeline, report outline, and stakeholders to engage.
  • Prepare a draft assessment report highlighting issues and recommendations.
  • Facilitate a validation workshop and present findings to government and non-government partners.
  • Revise and submit the final report incorporating feedback from the workshop.
  • Ensure deliverables meet IOM standards and timelines.

Qualification

  • Master’s degree or higher in migration studies, international development, law, or related field.
  • At least 10 years of experience in counter-trafficking and migration issues in Southeast Asia.
  • Strong knowledge of gender-sensitive, rights-based approaches.
  • Experience working with government partners, international organizations, or intergovernmental agencies.
  • Excellent analytical, reporting, presentation, and communication skills.
  • Ability to work independently, maintain discretion, and operate in politically sensitive environments.
