Job Overview

The Data Collection Analyst will support UNEP’s work with National Ozone Units across 13 Pacific Island Countries (PICs). The consultant will lead data collection and analysis of controlled substances under the Montreal Protocol, assess national policies and infrastructure, and identify implementation challenges. The role involves preparing detailed country reports to guide sustainable management of controlled substances.

Responsibilities

  • Develop and propose methodologies for data collection and analysis of controlled substances.
  • Guide and support National Ozone Units and local consultants in stakeholder consultations.
  • Conduct inventories of refrigeration/air conditioning equipment and calculate potential banks of controlled substances.
  • Assess national legal frameworks, policies, and infrastructure for life-cycle management of substances.
  • Identify implementation gaps and challenges in trade control, handling, recovery, recycling, reclamation, and destruction.
  • Prepare and finalize 13 country reports in collaboration with UNEP and national stakeholders.

Qualification

  • Master’s degree (or equivalent) in relevant field.
  • At least 5 years’ professional experience in data analysis and policy assessment.
  • Minimum 3 years in chemicals or appliances management.
  • Familiarity with refrigeration/air conditioning sector and greenhouse gases (desirable).
  • Experience with international organizations, governments, or projects under the Montreal Protocol (desirable).
  • Strong English communication skills.
