Job Overview

IOM is seeking a Chief of Unit (Senior Leader) for its Communications, Engagements, Monitoring & Evaluation Unit under the RSO. The consultant will manage a diverse team and oversee four core programme areas to ensure the strategic delivery of RSO’s objectives.

Responsibilities

  • Lead and manage a unit of up to ten personnel across four programme areas.
  • Oversee strategic communications, stakeholder engagement, insights and analysis, and monitoring, evaluation, and learning (MEL).
  • Ensure high-quality, aligned, and coherent outputs across all functions.
  • Represent the RSO at high-level regional forums and meetings.
  • Lead the creation of integrated communication and engagement strategies.
  • Guide production of plain-language insights on trends and emerging issues.
  • Strengthen the implementation of the RSO’s MEL framework.
  • Ensure compliance with reporting and donor requirements.
  • Contribute to RSO’s governance, risk management, and leadership coordination.
  • Develop concept notes, performance reports, and proposals for improvement.

Qualification

Education:

  • Master’s degree + 8 years’ experience, or
  • Bachelor’s degree + 12 years’ experience in relevant fields.

Experience:

  • Leadership experience managing multi-functional teams.
  • Strong background in strategic communications and event management.
  • Skilled in stakeholder engagement and high-level representation.
  • Experience with MEL frameworks and policy research.
  • Project management experience in international or donor-funded settings.
  • Familiarity with migration or border management issues is an advantage.
  • Prior work in Asia-Pacific or with Bali Process members is desirable.

Skills:

  • Strategic thinking and initiative.
  • Excellent written and oral English communication.
  • Cross-cultural leadership and resilience.
  • Strong organizational and time management skills.
  • Ability to build partnerships with diverse stakeholders.

Languages:

  • Fluency in English required.
  • Knowledge of regional languages (Thai, Indonesian, Malay, Burmese) is an asset.
