Job Overview

IOM Thailand is seeking a highly experienced National Consultant to develop a comprehensive and standardized training manual and modules for Thai law enforcement agencies. The focus will be on enhancing skills in document verification, victim identification, and addressing trafficking in persons (TIP) and migrant smuggling, while integrating gender-sensitive and human rights-based approaches. This role supports the project “Enhancing the Capacity of Thailand to Combat Trafficking in Persons and Smuggling of Migrants Through Enhanced Border Management (2024-2026)”, funded by the Government of Canada.

Responsibilities

  • Develop an outline and curriculum for a Training of Trainers (TOT) program.
  • Design standardized training manual and modules aligned with national and international frameworks (e.g., ICAO Doc 9303, UN TOC Protocols, Thai Anti-Trafficking laws).
  • Prepare training guidelines, facilitator materials, and practical exercises in English and Thai.
  • Conduct a pilot training for 15–20 government trainers.
  • Incorporate gender equality and human rights principles into all training content.
  • Present drafts to stakeholders, gather feedback, and finalize materials.
  • Ensure alignment with IOM brand guidelines and visibility requirements.

Qualification

Education:

  • Master’s degree or higher in Law, International Relations, Migration Studies, Criminology, or related field.

Experience:

  • Minimum 10 years in law enforcement capacity building (international context).
  • Proven expertise in border management, document verification, victim identification, and/or cybercrime training.
  • Experience working with law enforcement agencies and intergovernmental organizations, preferably in Southeast Asia.

Skills:

  • Strong analytical, presentation, and reporting skills.
  • Ability to work independently and under pressure.
  • Deep understanding of gender-sensitive and human rights-based approaches.
  • Excellent cross-cultural communication.
