Job Overview

The consultant will design and deliver a comprehensive training manual and modules to strengthen Thai law enforcement’s capacity to investigate trafficking in persons (TIP) linked to cybercrime. This includes integrating gender-sensitive and human rights-based approaches, aligning with international and national legal frameworks, and delivering pilot training to enhance skills in cybercrime investigation, digital intelligence, and victim protection.

Responsibilities

  • Develop an inception report outlining methodology, structure, and training modules by 30 September 2025.
  • Create a comprehensive training manual incorporating international and national legal frameworks related to TIP and cybercrime.
  • Prepare training guidelines and facilitator materials in both English and Thai, including case studies and simulations.
  • Ensure integration of gender-sensitive and human rights-based approaches in all content.
  • Present drafts to stakeholders, incorporate feedback, and finalize materials.
  • Organize and conduct one Pilot Training of Trainers (TOT) for 15–20 government trainers.
  • Align all deliverables with international standards and IOM project goals.

Qualification

  • Master’s degree or higher in a relevant field (Law, International Relations, Migration Studies, Criminology, etc.).
  • At least 10 years’ experience in law enforcement capacity building in an international context.
  • Proven expertise in developing training for border management, victim identification, document verification, or cybercrime investigation.
  • Experience working with law enforcement agencies and intergovernmental organizations, preferably in Southeast Asia.
  • Strong analytical, reporting, presentation, and facilitation skills.
  • Ability to work independently and handle politically sensitive issues with discretion.
  • Understanding of gender-sensitive and protection approaches, including human rights-based practices.
